Donald Duke

Pre-political legal practice. After his LLM at the University of Pennsylvania (1984) and a spell as an associate at Baker & Hostetler in Washington DC, he returned to Nigeria and co-founded the Lagos law partnership of Onyia & Duke, where he practised as a corporate lawyer from 1985 to 1988 (Cowrie Partners; the years rest on that one source). BLERF's 2018 entry still calls it his present appointment, but no later source shows him practising there.

Appointed in 1992 by Governor Clement Ebri (NRC) as a member of the State Executive Council and Commissioner for Finance, Budget and Planning (BLERF and the state's infobox say "Finance and Planning"), succeeding Francis Afufu. He chaired the Federation Account Allocation Committee meeting of September 1993. The post ended in November 1993, when the military takeover of 17 November dissolved the civilian state governments; Walter Patrick Eneji succeeded him. The start month was not found.

Elected Governor of Cross River State on 9 January 1999 as the PDP candidate, with 529,335 votes to 457,660 for M.O. Ukpo of the All People's Party (the 1998 APP, later the ANPP; not the Action Peoples Party that holds the APP acronym here) and 11,612 for E. Bassey of the Alliance for Democracy (AD, which has no party record here). The figures come from a compiled 1999 results table; the three totals add up exactly to the 998,607 valid votes reported elsewhere, and the 53.0% share is computed on them. INEC's declaration day was not found. John Okpa was his running mate (later impeached as deputy governor). Sworn in on 29 May 1999, succeeding the military administrator, Navy Captain Christopher Osondu. The date and votes of his 1998 PDP governorship primary were not found.

Re-elected on 19 April 2003 as the PDP candidate, with Walter Eneji (deputy governor since February 2003) as running mate, against four others including his former deputy John Okpa (ANPP). The vote count is uncertain: a contemporaneous tally (Nigerian Tribune, 23 April 2003, reproduced by Africa Update) credits him with 1,193,290 votes, but a turnout table gives only 1,074,132 total governorship votes in the state (of 1,289,192 registered). Both cannot be right; the reported winner's figure is stored at medium confidence and no share is stored. Four losing candidates petitioned; all the petitions failed, finally at the Court of Appeal on 15 December 2005 (see legal records). The PDP primary for 2003 and INEC's declaration day were not found. Sworn in for his second term on 29 May 2003.

While still governor he sought the PDP presidential nomination for the 2007 election. On 15 December 2006, a day before the party's national convention opened on 16 December, he and Rivers Governor Peter Odili withdrew, reportedly on President Olusegun Obasanjo's instruction (P.M. News via Sahara Reporters). Umaru Musa Yar'Adua won the nomination and the presidency. BLERF and the Cross River State Government say he stepped aside in favour of Yar'Adua. The day he declared the bid was not found.

Won the SDP presidential primary at the party's national convention at the Old Parade Ground, Abuja. Voting was on 6 October 2018 and the returning officer declared the result early on Sunday 7 October (the date BLERF gives): Duke 812, Jerry Gana 611, John Dara 104, Iyorwuese Hagher 72, Felix Osakwe 10 (the 50.5% share is computed on 1,609 valid votes). He had declared for the presidency on 8 June 2018 and joined the SDP on 4 September 2018. Gana sued on the party's zoning rule; the FCT High Court named Gana the candidate on 14 December 2018, the Court of Appeal restored Duke on 24 January 2019 and the Supreme Court upheld that on 29 March 2019 (see legal records). He named Junaid Mohammed as running mate on 21 October 2018; Mohammed stepped down and the SDP confirmed Shehu Musa Gabam as his replacement on 13 December 2018.

INEC declared Muhammadu Buhari (APC, 15,191,847 votes) the winner on 27 February 2019 and credited Duke with 34,746 votes (0.13% of 27,324,583 valid votes). On 7 February 2019 the SDP's national executive adopted Buhari, and on 12 February it suspended Duke and Jerry Gana for alleged anti-party activities; Duke said he remained the candidate recognised by INEC and stayed on the ballot.

National Chairman Hakeem Baba-Ahmed declared the result in Abuja on 26 May 2026: Duke 6,499, Kingsley 2,699, Ufere 784 (the 65.1% share is computed on the three aspirants' 9,982 votes). The Ufere campaign alleged that votes exceeded the membership register. The National Working Committee ratified Duke on 5 June 2026 after the primaries appeal committee's report, and he received the party flag and certificate of return in Abuja on 10 June 2026. Kingsley's suit to void the nomination (FHC/ABJ/CS/1234/2026) is awaiting judgment, fixed for 2 November 2026 (see legal records).

PRP presidential candidate for the election of 16 January 2027. INEC's final list of 12 September 2026 lists the ticket at SN 15: "DUKE DONALD" (64, M, FSLC WASC LLB) with running mate "RABIU KABIRU" (80, M; the press also writes Kabiru Rabiu). INEC's display of 1 August 2026 had named Buba Musa as the PRP running mate; the substitution window closed on 22 August 2026, and no report of Buba Musa's withdrawal or of the substitution date was found. Duke signed the National Peace Accord in Abuja on 18 August 2026; campaigns opened on 19 August 2026.
