He was returned unopposed in the APC primary of 21 May 2026 with 116,038 votes. A University of Calabar graduate in Social Sciences who worked in banking and the petroleum sector, he entered politics in 2003 as member for Calabar Municipality/Odukpani in the House of Representatives (re-elected in 2007), where he chaired the Committee on Petroleum (Upstream). Elected on the PDP platform as senator for Cross River South in 2011, he chaired the Senate committees on Finance and then on Banking, Insurance and Other Financial Institutions. He lost the PDP senatorial primary of 9 December 2014 (99 votes to Gershom Bassey's 135), moved to the Labour Party and lost the 28 March 2015 poll, joined the APC (date not found) and lost the 23 February 2019 senatorial election to Mr Bassey (63,250 votes to 77,478). He was appointed to the board of the National Health Insurance Scheme in 2018. He won the APC governorship primary in Calabar in May 2022 with 811 votes (Sen. John Owan-Enoh 84, Chris Agara 63), after an APC screening panel, acting on a petition, found no evidence of an alleged 1987 conviction but called the proof of his school credentials inconclusive. INEC declared him winner of the 18 March 2023 election with 258,619 votes to Sandy Onor's 179,636, and he was sworn in on 29 May 2023. The PDP's petition was dismissed by the tribunal (26 September 2023), the Court of Appeal (22 November 2023) and the Supreme Court (12 January 2024), which held that his defection from the PDP was of no consequence and that no evidence of a forged certificate had been led. He was named Governor of the Year on Economic Transformation by Daily Independent (2025) and received the Broadcasting Organisations of Nigeria Tourism and Hospitality Champion award in April 2026. He is married to Eyoanwan Bassey Otu.
