Who combines results and declares winners?
Collation Officers combine results. Returning Officers declare winners for the relevant election. These are separate functions from permanent-office roles.
For example, the presidential route runs from polling unit to ward, LGA, state/FCT and national level. Other elections use the relevant constituency or district route.
