Keffi LGA · Nasarawa State · A citizen’s guide

Your council gets an alert too.
This is Keffi’s.

The primary school, the health centre, the market, the road inside your area. That is council work, and most of the money for it comes from Abuja. Every month Keffi is shared a part of what Nigeria earns. Let’s see how much, what it passes through, and who to ask.

01 / The basics

A share with your council’s name on it.

Local government is the tier closest to you, and the constitution gives it its own share of the federation’s income. The amount is set by formula, not by anyone’s goodwill.

Where the money comes from

Oil and gas income, company taxes and customs duties go into the Federation Account. Local governments share 20.60% of it. They also share 35% of VAT, the 7.5% you pay on many goods and services, plus smaller items such as the ₦50 levy on bank transfers.

How Keffi’s share is worked out

  • 52.68%Federal government
  • 26.72%36 states
  • 20.60%774 local governments
Among the councils
Part of the local governments’ portion is split equally among all 774. The rest follows population, land area and needs such as schools, health and water.
Where Keffi sits
In 2026, its total is the smallest of Nasarawa’s 13 local governments.
Shared does not mean it reached the council.

The figure we show is what FAAC shared to Keffi. Whether all of it reached the council’s own account is a separate question, and a fair one to ask. In 2026, about ₦0.80 of every ₦100 came off before the council’s share was set.

  1. Shared

FAAC works out the council’s figure every month.

  2. Routed

The money goes through a joint account with the state.

  3. Passed on

The state is to hand each council its share.

  4. Spent

The council’s budget decides what it pays for.

02 / Your daily life

This is the government nearest your house.

These are duties the constitution gives a council. They are examples, not a record of what Keffi paid for.

The primary school and the health centre

Councils share the running of primary schools and primary health centres with the state. When the roof leaks or there is no nurse on duty, this is one of the purses that should answer.

A question to ask

What did the council spend on our school or health centre this year?

The road inside your area

The street to your house, the drains beside it and the lights along it are council work. So are markets and motor parks.

A question to ask

Which streets or drains are in this year’s plan, and when does work start?

Refuse and sanitation

Clearing refuse is on the council’s list of duties in the constitution. If the dump at the junction keeps growing, the council is the first office to ask.

A question to ask

Who collects refuse in our ward, and how often are they paid to come?

Salaries come first

Council workers, primary school teachers and health staff are often paid from this money before anything else. In many councils, little is left for projects after salaries.

A question to ask

After salaries, how much was left for projects this month?

03 / From Abuja to your council

How the money reaches Keffi.

Five steps, every month. The first three are the same for every council in Nigeria.

  1. Revenue agencies

    The money is collected

During the month, the tax service, Customs and the petroleum regulator collect revenue and pay it into the Federation Account and the VAT pool.

  2. The committee

    FAAC meets

The following month, the Federation Account Allocation Committee shares the money among the federal government, the states and the local governments.

  3. The formula

    Keffi’s share is worked out

The local governments’ portion is divided among all 774 councils. Every council’s figure is published in the monthly report, and that is the figure on this site.

  4. The joint account

    It passes through the state

The constitution sends council money into a State Joint Local Government Account, and the state is to pass each council its share. In July 2024 the Supreme Court ruled that councils should be paid directly.

  5. Chairman and councillors

    The council spends it

The chairman proposes a budget and the councillors pass it. That budget, not the allocation, says what the money is for.

Legal basis: Constitution, sections 7 and 162 and the Fourth Schedule. The 52.68 / 26.72 / 20.60 split is the revenue allocation formula in force since 2002.

04 / Follow the money

You can walk to this office. Ask.

A council is small enough to question in person. Go with one figure and one question.

Side by side

Compare with the council next door.

If a neighbouring council with a similar allocation has working street lights and yours does not, that is a question worth asking in public.

05 / Explore a year

Now see the actual figures.

Pick a year to see what was shared to Keffi each month, where it came from, and what came off first.

Only months in our records are counted. A missing month does not mean nothing was shared.
