The school your child attends
Classrooms need repairs, teachers need salaries, and pupils need learning materials. These can sit in different parts of the budget.
Does the allocation cover both the building and the people who keep it working?
A boat trip needs a plan.
So does Bayelsa.
Boat fare, food, money for the journey back. When your day takes you across the water, you plan ahead. Bayelsa’s budget should plan for everyday needs too, from getting around to schools and healthcare. Let’s see how it works.
01 / The basics
A budget puts choices on paper: what to fund, how much to set aside, and where the money should come from.
State taxes and other locally collected revenue, federal allocations, grants and other receipts help fund the plan. Borrowing may also finance it, and must be repaid.

Money authorised in the budget.

A working project or service people can use.
02 / Your daily life
These are examples of what public spending can support, not promises that a particular project has been funded. Check which tier of government owns the service.

Does the allocation cover both the building and the people who keep it working?
Health budgets can support facilities, equipment, staff and supplies. A new building alone does not tell you whether care is available.
What service should improve, and who is responsible for delivering it?
Roads, drainage and transport projects can affect travel time, safety and the cost of moving goods.
Which road or community is named, and when should the work be finished?
Water schemes and sanitation services need both construction and ongoing maintenance to serve a community.
Who will maintain the service after the project is completed?
03 / From plan to law
For a state budget, the key institutions are the governor and the State House of Assembly. Your state Assembly member represents your constituency in that House.
Ministries & budget planners
Government teams estimate income, identify priorities and prepare spending proposals. Announced consultations are an opportunity to put community needs forward.
The executive
The governor lays the coming year’s revenue and spending estimates before the State House of Assembly. Proposed spending is set out in an Appropriation Bill.
Your state legislators
Members debate the bill and scrutinise it through the Assembly’s procedures and committees. The House votes on passage. Look out for announced hearings and submission windows.
Governor & State House of Assembly
The passed bill goes to the governor for assent. If assent is withheld, a two-thirds majority of the House can pass it again to make it law without assent.
Agencies, legislators, auditors & citizens
Agencies implement the budget. Performance reports, legislative oversight and audits help check what happened. Citizens can compare those records with services and projects on the ground.
Legal basis: Constitution, sections 100 and 120–125. A supplementary appropriation can authorise additional spending during the year.
04 / Have your say
Start with one need in your community. Be specific about the place, the people affected and the change you want to see.
Write a short request. Bring it to an announced budget consultation or town hall, or ask the Budget and Planning ministry how to submit it. Working with a community association can help you agree on priorities.
Reach out while the budget is being debated, before the House votes. Ask whether your request is in the proposal and how your member will speak up for it. If a public hearing is announced, check how to take part.
