Felix Bilishan Tangwami (INEC: TANGWAMI FELIX BILISHAN, age 64) is the All Progressives Congress (APC) candidate for Adamawa South Senatorial District in the Senate election of 16 January 2027 (INEC final list, 12 September 2026). From Demsa Local Government Area, he declared to INEC a certificate of primary education, the SSCE, a registered-nurse (RN) qualification, a BSc in Political Science and an MPA. He was elected chairman of Demsa Local Government Council and held the post from 1998, according to Daily Trust, until at least January 2011, chairing the Adamawa chapter of the Association of Local Governments of Nigeria (ALGON) in 2010. In the PDP's Adamawa South Senate primary for 2011 he came second with 515 votes, behind Ahmed Barata (738) and ahead of the sitting senator, Grace Bent (406).
A director in Governor Murtala Nyako's 2011 campaign, he joined Nyako's cabinet as Commissioner for Social Development and Integration in June 2012 and had left it by January 2014. On 7 August 2014 acting governor Ahmadu Fintiri swore him in as a commissioner in his interim administration. Former governor James Ngillari later named him the state Director-General of the PDP's 2015 presidential campaign in Adamawa. Elected PDP state organising secretary in May 2016, he defected to the APC with Ahmed Gulak on 17 February 2018, picked APC Senate forms in September 2018 and in October 2018 became Director-General of Governor Jibrilla Bindow's 2019 re-election campaign. Back in the PDP by March 2022, when he bought PDP Senate forms, he was Deputy Director-General (Southern zone) of Fintiri's 2023 campaign council. Fintiri then made him Commissioner for Health and Human Services (sworn in 10 August 2023); his resignation was announced on 29 April 2026.
He faces two EFCC prosecutions; neither has produced a conviction. The EFCC arrested him in July 2010 over contracts obtained through the state local-government ministry, and on 13 January 2016 arraigned him at the Adamawa State High Court on five counts of obtaining by false pretence of N981.47 million over contracts awarded as council chairman to companies in which he allegedly had interests; he pleaded not guilty and was granted bail, and no later ruling has been found. On 4 December 2018 the EFCC arraigned him with former PDP state chairman Joel Madaki at the Federal High Court, Yola, on money-laundering counts over N450 million of the 2015 election fund linked to former minister Diezani Alison-Madueke. He pleaded not guilty; on 2 May 2023 the court discharged Madaki but rejected Tangwami's no-case submission and ordered him to open his defence. No later outcome has been found.
After Fintiri moved to the APC (27 February 2026), Tangwami declared for the APC governorship ticket on 24 April 2026, then won the party's Adamawa South Senate primary on 18 May 2026 with 103,762 of 187,675 valid votes, ahead of Adamu Ismaila (19,457) and former senator Grace Bent (15,238). Peter Fwa, now the Labour Party candidate, disputes the process; Punch reported in September 2026 that Fwa had been the APC's unopposed aspirant before Tangwami was given the ticket, and the APC says its primary was transparent.

Eight-person contest: Ahmed Barata 738, Felix Tangwami (then Demsa council chairman) 515, incumbent Senator Grace Bent 406; Paschal Bafyau withdrew two days earlier. A Bent supporter's rejoinder (23 Jan 2011) accused the Barata and Tangwami camps of manipulating delegate lists and inducing delegates; Bent's later court challenge was against Barata, and the Federal High Court, Abuja dismissed it (see Barata's record).
