Modibbo Hammantukur Ribadu (INEC: MODIBBO HAMMANTUKUR RIBADU; the press also writes Modibbo Hamman Tukur or Hamman Tukur Modibbo) is the African Democratic Congress (ADC) governorship candidate in Adamawa State for the election of 6 February 2027 (INEC final list, 10 October 2026), with Aguwa Kevin Iliya as his running mate. INEC lists him as a 59-year-old man; his declared qualifications are a primary leaving certificate, WAEC and BSc/MSc. Daily Trust identifies him as the first head of the Nigerian Financial Intelligence Unit (NFIU). By Premium Times' 2019 profile, he worked at the textile company Fintex Limited, then in government in Adamawa from 1999, and joined the NFIU under the EFCC in March 2005 as an analyst. He oversaw its strategic partnerships and international affairs from 2006, headed the EFCC's external relations unit from November 2011, and returned to the NFIU as assistant director in June 2017. President Buhari nominated him on 7 January 2019 and the Senate confirmed him on 23 January 2019 as the first head of the NFIU as an independent agency. His term ended in early 2024 (the Presidency says it expired on 27 January 2024; Punch says he was relieved in June 2023) and Hafsat Bakari was named his successor on 20 February 2024. He holds an MSc in International Business from the University of Salford and a BA (Hons) in History from the University of Maiduguri, and attended NIPSS's PLSC Course 14 in 2014. His candidacy is contested. In the ADC primary of 26 May 2026 Omar Suleiman won with 143,216 votes and Modibbo placed second with 56,801. In August 2026 the ADC's upload to INEC's portal carried Modibbo's name instead; Atiku Abubakar met him as the ADC candidate on 15 August; and the ADC unveiled the Modibbo/Aguwa ticket on 4 September. Suleiman says he won the primary, rejects the substitution and has asked a court to bar it; former SGF Babachir Lawal threatened to sue. INEC's 10 October 2026 final list names Modibbo Hammantukur Ribadu. No court case naming him was found.
