Before the ballot,
a life in the making.

The places, education and experiences behind this candidate.

Abdul Ahmed Ningi (born 20 April 1960) is the African Democratic Congress (ADC) candidate for Bauchi Central Senatorial District in the Senate election of 16 January 2027 (INEC final list, 12 September 2026), and the district's serving senator. From Ningi in Bauchi State, he studied sociology at Ahmadu Bello University, Zaria, worked as a Bauchi State social welfare officer (1984) and secretary of the Bauchi Rent Tribunal (1986), then in banking and business, becoming chairman of NAJ Resources Ltd., Bauchi, in 1995. During the Abacha transition he contested a Bauchi State Assembly seat on the UNCP platform; the election was cancelled. A PDP member from 1998, he represented Ningi/Warji federal constituency in the House of Representatives from 1999 to 2011 and was House Majority Leader from 2003 to 2007. In 2007 the ANPP candidate, Salisu Zakari Ningi, was first declared winner of the seat; Ningi fought in the courts for nearly two years before his mandate was restored. Elected to the Senate for Bauchi Central in 2011, defeating the sitting ANPP senator Mohammed Mohammed, he was Deputy Senate (Majority) Leader from 2011 to 2015. After a governorship bid that did not get off the ground, the PDP returned him unopposed as its Senate candidate on 7 December 2014, but he lost the 28 March 2015 election to Isah Hamma Misau (APC), 57,172 votes to 208,741. Out of office, he sought the PDP's 2019 governorship ticket (won by Bala Mohammed in October 2018), served a four-year term on the PDP Board of Trustees and, in 2021, was briefly the party's National Deputy Chairman until the convention that elected Iyorchia Ayu. He returned to the Senate at the election of 25 February 2023 with 104,878 votes against Uba Ahmad-Nana (APC, 84,621), and chaired the Northern Senators Forum and the Senate Committee on National Identity and Population. On 12 March 2024 the Senate suspended him for three months over a BBC Hausa interview in which he said N3.7 trillion in the 2024 budget was not tied to any project or location. The Senate leadership, the Presidency and several northern senators rejected the claim; he said parts of the interview were taken out of context but maintained that N3.7 trillion was not captured in the budget the Senate debated, and through his lawyer Femi Falana called the suspension unconstitutional. He resigned the forum chair the same day and lost his committee chair. The Senate recalled him on 28 May 2024 and he resumed on 4 June 2024. On 7 March 2025 he declared for the 2027 Bauchi governorship on the PDP, and on 3 July 2025 he denied any link to the ADC-led opposition coalition. He resigned from the PDP in a letter reported on 7 May 2026, citing the party's leadership crises, joined the ADC, and was affirmed unopposed as its Bauchi Central candidate at the party's primary on 22 May 2026. His opponents on the INEC list include the former senator Isah Hamma Misau (APC).

Recorded outcome

In a BBC Hausa interview aired on Saturday 9 March 2024 he said N3.7 trillion in the 2024 budget was not tied to any project or location; the Senate leadership, the Presidency and several northern senators denied it. He said parts of the interview were quoted out of context while maintaining that N3.7 trillion was not captured in the budget the Senate debated. On 12 March 2024, on a privilege motion by Sen. Solomon Adeola, the Senate suspended him for three months; he resigned as Northern Senators Forum chairman the same day and lost the chair of the Committee on National Identity and Population. Through his counsel Femi Falana he called the suspension unconstitutional and threatened to sue (no suit by him was found; constituents and SERAP filed separate suits). On 28 May 2024 the Senate recalled him on a motion by Sen. Abba Moro, about two weeks early; he resumed on 4 June 2024. No finding of wrongdoing about the budget itself was made.
