Before the ballot,
a life in the making.

The places, education and experiences behind this candidate.

Abba Patrick Moro (born 3 July 1958, per his National Assembly profile; older biographical entries give 1956) is the senator for Benue South, Senate Minority Leader since 21 November 2023, and the Peoples Democratic Party (PDP) candidate for Benue South in the Senate election of 16 January 2027 (INEC final list, 12 September 2026). From Ugbokolo in Okpokwu LGA, he studied political science at the University of Lagos (BSc, 1980) and public administration at the University of Nigeria, Nsukka. He was a legislative assistant at the National Assembly in 1981 and lectured at Benue State Polytechnic, Ugbokolo from 1983 until he went into politics in 1996, leading its senior staff union and the national polytechnic senior staff association. He was pioneer board chairman of the College of Education, Oju (1990) and was elected chairman of Okpokwu Local Government Council in 1998; the National Assembly also lists him as ALGON chairman (1999-2006). He sought the Benue governorship in the 2006/07 cycle without winning a major party ticket, coordinated David Mark's 2011 Senate campaign by his own account, and chaired the governing councils of Michael Okpara University of Agriculture, Umudike (2008-09) and the Federal University of Agriculture, Makurdi (2009-11). In 2012 he said a 2005 State Security Service charge of illegal firearms possession had ended in his discharge and acquittal in 2008; a 2022 petition to the Attorney-General said it had ended by nolle prosequi. He was Minister of Interior under President Goodluck Jonathan from 2011 to 2015. On 15 March 2014 stampedes at Nigeria Immigration Service recruitment test centres, for which applicants had each paid N1,000 online, killed at least 15 job seekers. Moro first blamed applicants' impatience, later accepted responsibility before a Senate committee, and refused to resign or refund the fees; Jonathan cancelled the exercise and ordered refunds. The EFCC arraigned him on 29 February 2016 on 11 counts of fraud and money laundering over about N676 million, to which he pleaded not guilty. On 7 April 2022 the Federal High Court, Abuja acquitted him on all counts, while saying he bore political responsibility for the deaths; the EFCC said it would appeal, but no appeal outcome was found. Endorsed by David Mark, he won the PDP Benue South primary (concluded 7 October 2018) and the 23 February 2019 election with 85,162 votes to Steve Lawani's 47,972; challenges by rivals failed in court, the last on 29 October 2019. He was vice-chairman of the Senate Committee on Army in the 9th Senate. Re-elected on 25 February 2023 with 76,459 votes to Daniel Onjeh's 59,959, he defeated Onjeh's petition, which included a forged-birth-certificate allegation, at the tribunal (10 September 2023) and the Court of Appeal (1 November 2023). He has said he will not leave the PDP, which affirmed him in May 2026 as its candidate for a third term.

Moro said in a September 2012 interview that the SSS accused him in 2005 of illegal possession of firearms, that he was charged at Federal High Court 4 in Abuja, and that in 2008 he was 'discharged and acquitted'; he called the accusation false. A petition to the Attorney-General dated 12 December 2022 instead said he was arraigned before a magistrate court for gun running and the case ended by a nolle prosequi it said lacked due process, and urged a fresh prosecution; no response or new charge was found. No court record was found to settle which account is right.

Recorded outcome

Background: on 15 March 2014 stampedes at NIS recruitment test centres (applicants had each paid N1,000 to an online portal run by Drexel Tech Nigeria Ltd) killed at least 15 job seekers (reports range to about 20). As minister he first blamed applicants' impatience, then accepted responsibility at a Senate Committee on Interior hearing but refused to resign or refund the fees; President Jonathan cancelled the exercise, offered jobs to victims' families and ordered refunds. The EFCC arrested him on 22 February 2016 and arraigned him on 29 February 2016 (Justice Anwuli Chikere) with ex-permanent secretary Anastasia Daniel-Nwobia, deputy director F. O. Alayebami, Mahmood Ahmadu (at large) and Drexel on 11 counts of obtaining by false pretence, procurement fraud and money laundering over about N676 million; he pleaded not guilty, was remanded in Kuje and granted bail on self-recognition on 3 March 2016. Justice Chikere withdrew on 27 April 2016; re-arraigned before Justice Nnamdi Dimgba on 11 May 2016. Seven counts fell on a no-case submission on 25 June 2020. On 7 April 2022 he was acquitted on the remaining counts; the judge found no proof he abused his office but said he bore 'political responsibility' for the deaths; Daniel-Nwobia was convicted on one procurement count. The EFCC said it would appeal; no appeal or appeal outcome was found (a December 2022 petition still urged the AGF to have the EFCC appeal).
