From Nsugbe in Anambra East, he attended Metropolitan Secondary School, Onitsha, and studied medicine at the University of Nigeria, Enugu Campus, and Ebonyi State University; 2017 press profiles describe him as a medical doctor, while a PDP screening panel alleged in May 2022 that he never graduated. He became national president of the National Association of Nigerian Students in December 2003, assistant secretary of the Anambra PDP in 2005, and its state chairman in 2006/07. He won the PDP governorship primary of 24 August 2013; his candidacy was fought in court by Nicholas Ukachukwu and a rival party faction until the Supreme Court affirmed him on 4 November 2013. He came second in the 16 November 2013 election with 97,700 votes to Willie Obiano (APGA) and lost his petition at every level by 22 September 2014. As the PDP candidate for Anambra East/Anambra West he was declared the elected member of the House of Representatives by the election petition tribunal on 12 October 2015, survived the January 2016 Supreme Court ruling in the Anambra PDP leadership case, and served until 2019. He defected to the APC on 1 June 2016, won its governorship primary on 26 August 2017 (2,146 votes to Andy Uba's 931) and came second to Obiano on 18 November 2017 with 98,752 votes. Back in the PDP by 2021, he withdrew from its June 2021 governorship primary and its May 2022 Anambra North senatorial primary. On the Labour Party ticket he won Anambra North on 25 February 2023 with 94,779 votes, defeating the incumbent Stella Oduah, whose petition and appeal failed (6 September and 2 November 2023). In the Senate he sits on the Public Accounts committee. He joined the ADC with Peter Obi in Enugu on 31 December 2025 (notified to the Senate on 12 March 2026), became Senate Minority Whip on 22 April 2026, moved to the NDC on 6 May 2026, and was returned unopposed in the NDC primary of 29 May 2026.
