Kingsley Ogundu Chinda (INEC: Chinda Kingsley Ogundu) is the All Progressives Congress (APC) governorship candidate in Rivers State, with Rivers Assembly Majority Leader Jack Major Miakiapuye as running mate, for the election of 6 February 2027 (INEC final list, 10 October 2026). A lawyer born on 24 March 1966, he has represented Obio/Akpor Federal Constituency in the House of Representatives since 2011 (returned on the PDP ticket in 2011, 2015, 2019 and 2023). Earlier he was legal adviser to the Obio/Akpor Local Government Council (2005-2007) and Rivers State Commissioner for Environment (2008-2010; the National Assembly profile lists 2007-2010). His own website and a Vanguard feature say he studied law at the Rivers State University of Science and Technology and was called to the Bar in 1995. In the House the PDP nominated him Minority Leader of the 9th Assembly in June 2019, but the Speaker recognised a rival choice, Ndudi Elumelu, and he stood down at the party's request. He was chosen Minority Leader of the 10th House on 16 June 2023 (announced 4 July 2023) and resigned that office by a letter effective 23 April 2026, read in the House on 2 June 2026. In September 2025 he sued at the Federal High Court, Abuja, to stop a move to remove him as Minority Leader over his association with Nyesom Wike; no outcome has been reported. He registered with the APC on 27 April 2026, was screened on 9 May and won the Rivers APC primary on 21 May 2026 as the sole aspirant, with 268,497 votes, after Governor Siminalayi Fubara, Tonye Cole and Alabo George-Kelly withdrew; his move from the PDP was announced in the House on 2 June 2026. The timing is contested: suits by ALDRAP in Abuja and by Samuel Amatonjie in Port Harcourt (hearing set for 4 November 2026) challenge it, questions followed the Supreme Court's 24 September 2026 judgment on party membership registers, and an Emeka Beke-led faction of the Rivers APC says it does not recognise him. INEC kept him on the final list. Governor Fubara endorsed him on 22 July 2026.

The timing is the subject of two suits and of questions after the Supreme Court judgment of 24 September 2026.

The Association of Legislative Drafting and Advocacy Practitioners filed a suit on 12 May 2026 asking the court to stop Chinda from the APC governorship primary and the general election, to have him removed as Minority Leader and his seat declared vacant for dual party membership. A suit numbered FHC/ABJ/CS/972/2026 by the same group seeks his disqualification; reports do not say whether it is the same matter. After the Supreme Court judgment of 24 September 2026 ALDRAP also wrote to INEC. Pending; no ruling found.

Disputes (reported, none decided by 19 Oct 2026): (1) the reinstated Emeka Beke-led Rivers APC faction declared on 1 June 2026, after a Court of Appeal ruling of 29 May on the party's 2024 congresses, that all nominations since 20 Dec 2024 were void, and on 12-13 Oct 2026 said it does not recognise him; (2) suits over the timing of his PDP-to-APC defection (ALDRAP, Abuja FHC, filed 12 May 2026; Samuel Amatonjie, FHC Port Harcourt, hearing 4 Nov 2026); (3) after the Supreme Court's 24 Sep 2026 judgment in INEC v ZLP on membership registers, questions were raised because he registered with the APC on 27 Apr 2026 and his defection was announced in the House on 2 Jun 2026; Rivers APC says he registered 24 days before the primary. INEC reviewed the judgment (6 Oct) and kept him on the 10 Oct 2026 list. Running mate: Jack Major Miakiapuye, announced by the APC on 1 Sep 2026. INEC reading checked on the rendered PDF (pdftotext -bbox): name CHINDA KINGSLEY / OGUNDU and the qualification lines are in his own row (a stray 'C' glyph precedes '(GCE)').
