He was born on 25 November 1946 in Jada, Adamawa State, the only child of Garba Atiku Abdulkadir and Aisha Kande. He trained at the School of Hygiene, Kano and took a Diploma in Law at Ahmadu Bello University's Institute of Administration in 1969, then served in the Nigeria Customs Service from 1969 to 1989, leaving as a Deputy Director. His business interests have included Intels (co-founded with Gabriele Volpi, sold in 2020), Adama Beverages, Gotel Communications and the American University of Nigeria, which he founded in Yola. He completed a master's degree in International Relations at Anglia Ruskin University in 2021. In politics he was National Vice-Chairman of the Peoples Front of Nigeria (1989) and ran in the 1993 Social Democratic Party presidential primary. He won the Adamawa governorship in January 1999 but gave it up to become Obasanjo's running mate. As Vice President he chaired the National Council on Privatisation and the National Economic Council. He fell out with Obasanjo in 2006, left the PDP for the Action Congress, and ran third in 2007 after the Supreme Court overturned INEC's attempt to exclude him. He has since moved between the PDP (2009–2014 and 2017–2025), the APC (2014–2017) and the ADC (from 2025), and was the PDP's presidential candidate in 2019 and 2023, losing both elections and the petitions that followed. Government panels, a Senate committee and a US Senate subcommittee made adverse findings about the Petroleum Technology Development Fund and funds moved through his former wife's US accounts; a 2006 Code of Conduct Tribunal charge was halted on immunity grounds and never tried. He denies wrongdoing and has not been convicted of any offence. Biographies of him include Onukaba Adinoyi-Ojo's "Atiku: The Story of Atiku Abubakar" (2006).

In January 2023 the Human and Environmental Development Agenda (HEDA), through chairman Olanrewaju Suraju, petitioned the EFCC and the CCB asking the CCB to 'diligently investigate' the assets declarations submitted by Atiku and his alleged role in incorporating the Special Purpose Vehicle Marine Float Limited. In March 2023 the CCB confirmed receipt of a separate petition by Festus Keyamo (Festus Keyamo Chambers) alleging that Atiku used Special Purpose Vehicles - Marine Float and two undisclosed companies - to secretly divert and misappropriate public funds between 1999 and 2007, and invited Keyamo to adopt the petition and to help secure the whistleblower Michael Achimugu. The allegations are unproven, Atiku was not charged, and no declared amount is on the public record.

In 2006 the EFCC produced a special audit/forensic report on the PTDF covering 1999 to 31 May 2006. Per Premium Times, it said Atiku approved the release of $20 million from the treasury and its placement in Trans International Bank without appropriation or Federal Executive Council (FEC) approval, which it called improper and an abuse of office. It also said Atiku benefited from a related account to the tune of N61 million and that his Marine Float company received N250 million. The US Senate PSI staff report summarised the EFCC report as finding that he used his influence over the PTDF to disburse money to promote business ventures for himself and his friends. The FEC considered the report in September 2006, and an Administrative Panel under the Attorney-General examined it. Per Premium Times, the panel found he abused his office over the placement of PTDF funds and, because of his immunity, recommended referral to the Code of Conduct Bureau. The government then filed a Code of Conduct Tribunal charge, which the courts halted on immunity grounds (see case 'cct-charge-2006'). INEC relied on the panel's indictment to exclude him from the 2007 ballot, but the Supreme Court held that INEC had no power to do so. Atiku denied the allegations and called the process politically motivated. No trial or conviction followed.

Rotimi Amaechi filed a pre-election suit to nullify the 25 May 2026 ADC presidential primary that produced Atiku as the party's candidate, to stop Atiku presenting himself as the candidate, and to order a fresh primary. The suit was struck out after Amaechi's counsel, Jibrin Okutepa SAN, told the court the parties had settled and a notice of discontinuance had been filed. Leadership (via allAfrica) links the settlement to Atiku choosing Amaechi as his running mate. The court made no ruling on the merits.

Dismissed

This pre-election suit sought to void the APC and PDP primaries that produced Tinubu and Atiku as the 2023 candidates. On 15 December 2022 Justice Inyang Ekwo dismissed it for lack of locus standi. The Court of Appeal upheld the dismissal and awarded N100,000 costs against the appellants in favour of Tinubu and Atiku. The Supreme Court then dismissed the further appeal; Nigerian Tribune reported this on 30 March 2023. Atiku was a defendant, and the suit failed at every level.
